Portugal Cost of Living Shock: What We Actually Spent during our time in the Algarve & Lisbon!

Portugal Cost of Living in 2026: What We Actually Spent in the Algarve & Lisbon

For years we heard the same thing from travellers heading to Portugal, “It’s incredibly cheap.”

After spending an extended stay across the Algarve and Lisbon, we discovered the reality is a little more balanced. Portugal can absolutely offer outstanding value, but it depends on how you travel, where you shop, and how often you decide to order another Pastel de Nata. And trust us… we ordered a lot of them.

From groceries and restaurants to fuel, parking, transport, attractions, and rental car insurance, we kept track of real prices during our stay so visitors can better prepare for their own Portugal adventure.

The biggest surprise? Grocery prices were higher than we expected in some places, especially at the popular Portuguese supermarket chain Pingo Doce. We had heard glowing reviews before arriving in the Algarve, but while prices were still generally lower than Canada, they weren’t the bargain-basement deals we imagined. A quick note, when looking for sundries such as batteries or anything other than groceries, the choice was very limited.

That said, the food quality was noticeably better, ingredients fresher, and we found fewer “ready-meals,” which encouraged us to slow down and actually cook. In the end, that became part of the Portugal experience itself. Wine, however, was a completely different story. Excellent bottles for under €5 became dangerously normal.

Eating out in Portugal is no longer cheap, but absolutely great value and delicious. Groceries also have gone up in price, but cheaper than Canada. Wine, of course, is seriously inexpensive.

Understanding Portugal’s Tax System

One thing visitors quickly notice on receipts in Portugal is the VAT tax structure. Unlike Canada’s more straightforward GST/PST systems, Portugal applies different tax rates depending on the type of purchase.

Generally speaking:

  • Essential items: 6% VAT
  • Intermediate goods/services: 13% VAT
  • Standard purchases/services: 23% VAT

It made grocery receipts particularly interesting because different items on the same bill were taxed differently.


Grocery Shopping in Portugal: What We Learned

Pingo Doce: More Expensive Than Expected

Pingo Doce is everywhere in Portugal and especially common in the Algarve. The stores were modern, clean, and well stocked.

Some pricing examples:

  • 2 litres of milk: €2.00
  • Camembert cheese: €1.99
  • Eggs (12): €3.29
  • Bread loaf: €1.89
  • Oreo cookies: €2.65
  • Pringles: €2.99
  • Special K cereal: €4.99
  • Lemonade 2L: €0.99

Compared to Canada, many staples were slightly cheaper, but imported brands and convenience foods often felt surprisingly expensive.

Lidl: The Best Overall Value

Lidl became one of our favourite grocery stores in Portugal.

Fresh produce, bakery items, wine, and dairy products offered exceptional value.

A few standout examples:

  • Fresh baguette: €0.49
  • Pastel de Nata: €0.35 each
  • Wine: €3.19 to €4.99
  • Yogurt: €1.29
  • Bacon: €2.79
  • Pizza (3-pack): €3.49
  • Bottled water: €0.28

Portugal’s bakery culture is dangerous for travellers trying to “eat healthy.” However, when you are walking/hiking much more than normal, it’s not so bad! 

However, the smell of fresh pastries entering Lidl should honestly come with a warning label.

Spar and Auchan:

Spar stores were convenient but slightly pricier in tourist-heavy areas.

Auchan surprised us with excellent produce pricing:

  • Oranges: €0.76
  • Sauvignon wine: €2.86
  • Baguette: €1.10

Portugal Restaurants: Quality Was Outstanding

One thing became very clear during our stay:

Portugal delivers tremendous restaurant quality for the money.

The service was consistently warm and professional, portions generous, and food quality significantly higher than similarly priced meals in Canada or the UK.

Restaurant Examples From Our Trip

O Golfinho Restaurant – located on our favourite beach Falèsia Beach, Algarve;

  • Grilled cod
  • Grilled chicken
  • Tea & coffee
  • Desserts x2

Total: €67.30 (for two)

For a full sit-down meal with excellent food and service, we felt this was fair value. BTW, the restaurant was literally on the beach so you could enjoy the views and the sound of the waves crashing on the beach.

Mareta, Algarve

  • 2 Pastel de Nata
  • Hot chocolate
  • Café latte

Total: €10.50

Amorino – Villamoura Harbour, Algarve:

  • Gelato for two (Worth every calorie!)

Total: €13.60

The New Jolly Sailor, Cabanas de Tavira, Algarve:

*** The Sunday Roast is to die for. One of the best restaurants in Europe! Music, wine, amazing atmosphere.

Total: €25.00 (each)

Radisson Blu Hotel Lisbon Restaurant

  • Omelette: €14
  • Tagliatelle Bolognese: €15
  • Tapas: €11
  • Water: €2.80–€3.20

Hotel restaurants were noticeably more expensive than local cafés and family-run restaurants.

Uber vs Taxis in Portugal

This was one of the easiest money-saving discoveries we made. Uber in Portugal was consistently cheaper than traditional taxis, often by as much as 30%. A short 10-minute train ride might cost: €1.60 each by rail. The equivalent Uber journey: Around €6.00! In Canada/UK, that same short-distance Uber would likely cost substantially more. Portugal’s Uber ride pricing was one of the best travel surprises of the trip.

Fuel Prices in Portugal

If there’s one area where Portugal definitely did not feel cheap, it was fuel. Petrol/Gas prices were significantly higher than Canada.

Algarve Fuel Example

  • 16.26 litres @ €1.879/L
  • Total: €30.55

Côte d’Azur Fuel Example

  • 29.99 litres @ €1.83/L
  • Total: €55.00

Road trippers should absolutely budget carefully for fuel, especially during long-distance drives through Portugal, Spain, or France.

Parking Costs in the Algarve

Parking turned out to be more affordable than expected in many areas. Particularly in key tourist spots:

  • Vilamoura: 2.5 hours = €1.95
  • Loulé: 2 hours = €1.55
  • Lagos: 2 hours = €1.30

Compared to major Canadian cities, Algarve parking felt refreshingly reasonable.

Rental Car Insurance: Read the Fine Print

This was one of the biggest eye-openers of the trip. Rental companies heavily push premium insurance packages and use high pressure selling techniques. We experienced it at Europcar. Sixt remains our go to rental company.

Europcar: 9-day premium insurance:

  • €351.23

Sixt: 7-day standard insurance:

  • €112.00

Before accepting expensive rental coverage, always check:

  • Your credit card coverage
  • Deductibles
  • International rental restrictions
  • Liability details

That one step could save hundreds of euros.

Grocery Budget Tips

  • Shop at Lidl for best overall value
  • Tourist-zone convenience stores may cost substantially more, however the Spar in Albufeira Harbour was pretty good.
  • Bring reusable grocery bags or pay extra
  • Imported brands are noticeably pricier

Restaurant Tips

  • Lunch specials often offer excellent value
  • Local cafés outperform tourist restaurants
  • Hotel restaurants are significantly more expensive
  • Seafood quality is exceptional

Transport Tips

  • Uber is usually cheaper than taxis
  • Portugal trains are inexpensive and reliable
  • Parking in Algarve towns is generally affordable

Road Trip Tips

  • Fuel costs add up quickly
  • Toll roads can increase budgets fast, however, there are currently NO tolls in use in southern Portugal – which is amazing
  • Photograph rental cars before driving away and on return
  • Check insurance coverage before buying upgrades

Final Verdict: Is Portugal Expensive?

Portugal still offers excellent value compared to many Western European destinations, especially for:

  • Accommodation
  • Wine
  • Public transportation
  • Parking
  • Bakery items
  • Local restaurants

But it is no longer the ultra-cheap hidden gem many people describe online.

Food quality, scenery, hospitality, beaches, history, and overall lifestyle absolutely make Portugal worth visiting and possibly returning to again and again. It remains our top favourite destination.

And yes… we’d still buy every single Pastel de Nata all over again.
